I'm looking to get guidance and solicit a contractor.

Here's the situation:
My friend and I hired a developer to build a site to help christian missionary ESL teachers some years ago. The developer built the site in XOOPS 2.0.14 and it hasn't been maintained in a few years.

Here's the problem:
The site is overrun with SPAM user registerations and the database is BLOATED with users and old comments and forum posts. I've tried to hide and turn off features.

My buddy and I are no longer active in the community of ESL teacher, but we still believe in the mission of the site. So we want to update it and keep it online, without all the spam and security holes.
