i want to use the banner function and I noticed when you add a client that you can put login information in there. What is that for and how do I put it to use?

The login information you insert for the client created in the default banner system of XOOPS creates an account for that user to access your site through the path: yourxoopsroot.com/banners.php

Your client logs in with the access you created and it displays a simple statistics for your client to know how many clicks the banner has had, the statistics won't work for flash banners though.

There is another module called RW-Banner, that permits you to place several banner sections and in different ways in your theme, this is a more complex system.
