Yep as Yayh1 has mentioned, these directories are already set to write enabled. in fact to test it further I gave full permissions on all directories in the XOOPS folder.
Still blank pages

ok now i have it partially sorted.
I went through every single directory and gave it full permissions. got the site running. could see the main page.
then went back through the permissions and took of full permissions and modify to everything but the data directories.
The site is still working.
Very wierd.

thanks to all,

i have done a new installation again. with following
IIS_WPG and "internet guest account"

modfiy/read/write permissions
/cache
/template_c
/uploads
mainfile.php
******************
and full permissions on the
/xoops_data

and now i am able to run the site , zyspec and dunrovin you saved my day.
