Now, how do I go about keeping the Title from changing colors on hover and if possible stop the cursor from changing while hovering over the title text?

all of this is managed in the template css files.
the css code is documented.

ex :
/* style the background and foreground color of the submenu links */

/* style the background and forground colors of the links on hover */

so you must change some values in this files.

to make cursor stop changing on hover, the css value is :
cursor:default;

add this to the good place.

i've no solution for the moment, concerning IE and the main link without title.
