It tries to make this configuration file as XOOPS_ROOT_PATH/cache/fckconfig.moduledirname.js, so, your /cache directory may not have the correct write permissions.
From which version did you upgrade? Did you change the characterset of the database? Did you check the user group permissions for the modules in admin?
I missed this one also, because it gives the easy to use menu of the 2.2.x series. You can copy the module from the previous edition or from the authors website.
Are you talking about /register.php? There are hardly any items to remove (except maybe website URL, which is not a required field anyway), without impairing you or your site. What is your XOOPS version?
Are you sure that in admin - modules - news - permissions with the dropdown on 'View Permissions' the checkbox on the category for anonymous users is unchecked? Because, here it simply works! What is your PHP version?
