What errors did you got?
Set also debug on in system general preferences.

If you still have troubles with your local webserver, try XAMPP.

And if you leave all rights in the webmasters group and only the limited rights in the other group, I assume there is no problem?

Version and status of the modules?

Does such a user (only belonging to 1 moderator user group, with admin rights to 1 module) have unwanted admin access to all other installed modules or just to a few?
Can you list their names and version numbers with the status of allowed, unwanted granted or denied?

If a user belongs to more than 1 group, the permissions are cumulative.
So, when the webmasters group is denied, but the superadmin is allowed, you are still granted, if you belong to both groups.
Beware, some modules grant extra rights to the user with uid 1.

You don't use the main menu block, so you must add a link in the theme (horizontal) menu to submit.php, or type it in yourself.

For the forum check the various permissions in the admin of the module. Any reason why you are using version 2.0?

Protector protects only in some cases when 'regular' users start to post. There is the number of requests, but limiting it too far will harm access to modules with rich content.
And there is the number of links in a post, but limiting it too far will harm regular article posting.

You must seek your Apache logs for repeating patterns, typical originating from several IP addresses when a bot net is used. If you have them still available from the week where the postings were done, I could take a look at them.

Warning:
This will not always lead to the desired result, because altough the original collation may be latin, mosttimes a winxxxx characterset is stored. This may leave untranslated characters, which are also neither UTF-8, producing question marks or diamonds on display in the navigator.

Always take a verified backup before trying this kind of operations!
