You are not saying what module you have, but generaly:
1. if you want all users to see it, in admin -> groups give access right to the module and to the block of the module for anonymous users.
2. In admin -> block admin select the block of the module to be visible in the top page.
3. Some modules have their own access setiongs, so check for that too...

Did you check web server and php error logs? Maybe mod_sec error log too if you have it.
What type of image file are you trying to upload, try something else. JPG should work.

You have to:
edit your theme, so the content and forum loops to be in the order you like. Content is the place, where your starting module content is displayed. But this will make the change for all site!
OR

1. You could change your theme, so the content to be before block loops, but that will make the change for entire site.

Hi,
For 2.0.13.2 - on a test site try to change "uploader.php" in class folder with a version from 2.0.13.1 and see if it works... I'm not shure about 2.2.x
There is a change in uploader, that makes problems with some PHP setups...
As usual: do not make tests on production sites and make backups
