XOOPS 2.0.16 has the following requirements
Web server
Any server supporting the required PHP version (Apache highly recommended). XOOPS need to be able to write to 2 folders - cache/ and templates_c/. The exact settings varies with how PHP is installed and running on your server
PHP
Any PHP version >= 4.3 (PHP 4.2.x may work but is not officially supported). XOOPS is compatible with PHP5.x. With XOOPS version 2.0.16, you will receive a lot of notices about "only variables should be returned by reference" when debugging is on, but your site will function properly.
The core will run with register_globals OFF and safe_mode ON. Some modules have different requirements for these settings.
MySQL
MySQL server 3.23+
XOOPS is compatible with MySQL5.x
