Debug php debug

Allows you to see errors in PHP files. It is important to note the difference bwteen a php 'notice' 'warning' and 'error'. Notice just tell coders there is something not quite right in their syntax (use of code). A waring or an error however will tell us something that could be wrong with our sites. Essentially, a non coding person can ignire 'notice' statements and leave them for coders to fix.
