What should go where?
The dev forums are for non-public discussions, i.e. discussions which are either unsuitable for the public eye or irrelevant for non-developers. This could include discussions like how to use a specific core functionality or how to solve a particular problem.
Anything remotely interesting for the public should go in the project's own forums.
